Telecommunications engineer, PhD in this discipline and graduate in Economics. He is a professor at the Polytechnic University of Madrid and holder of the Jean Monnet Chair in Technological Diplomacy and Digital Sovereignty. A specialist in technological geopolitics, he has worked at the European Commission and the Ministry of Industry. Between 2014 and 2020, he lived in Shanghai, promoting cooperation with Asian technological universities and innovation programmes. He currently coordinates the European Commission’s expert group on digital technologies in China and leads international projects on artificial intelligence and digital transformation.
He is also a regular speaker at international seminars and postgraduate courses, as well as a guest editor for academic journals. He has published more than 300 works in books, journals and conferences, accumulating more than 4,600 citations and an h-index of 32. In his last two books, he analyses, respectively, the role of technological innovation in international geostrategy, with a special focus on China (‘El gran sueño de China’ [China’s Great Dream], KnowSquare Award, 2023) and the past, present and future of society in the same country (‘La ciudad antes del mar’ [‘La ciudad antes del mar’], Tecnos, 2025).
